Both Oakville and Burlington enforce strict codes regarding pool enclosures, gates, and latching mechanisms. 1. Height and Gap Requirements (The Halton Standards)

Both the Town of Oakville (Bylaw 2018-019) and the City of Burlington (Bylaw 37-2009) mandate that any pool enclosure must meet precise structural metrics to prevent unsupervised children from accessing the pool area:

  • Minimum Height: The glass panels must stand at least 1.5 metres (5 feet) high, measured from the finished ground or deck surface on the outside of the enclosure.
  • Ground Clearance: The gap between the bottom of the glass panels and the ground or deck surface must not exceed 100 mm (4 inches).
  • Panel Spacing: The vertical gaps between individual glass panels, or between a panel and a post, must not exceed 100 mm (4 inches) to prevent a child from squeezing through.

2. Gate Requirements (Self-Closing & Self-Latching)

The gate is the most highly scrutinized part of any pool inspection. Under Halton bylaws, pool gates must meet the following strict criteria:

  • Swing Direction: The gate must open outwards—away from the pool area. This ensures that if a child pushes against the gate from the outside, it will not swing open.

3. Spec\’ing the Glass: 12 mm Tempered Safety Glass

Unlike interior railings which are sometimes shielded from the elements, an outdoor pool fence is exposed to high wind loads, backyard soccer balls, and temperature swings. For pool enclosures, we specify nothing less than 12 mm (1/2\”) heavy-duty tempered safety glass. Tempered glass is heat-treated to be up to five times stronger than standard glass. In the highly unlikely event that a panel breaks, it crumbles into small, blunt granules rather than sharp, dangerous shards.

Pool water is highly corrosive—whether you run a traditional chlorine pool or a modern salt-water system. Standard stainless steel (like Grade 304) will tea-stain and rust within a few seasons of pool splash exposure.
